Not all YouTube videos have a 4K thumbnail available. YouTube generates the maxresdefault.jpg thumbnail only for videos uploaded in HD (720p) or higher quality. If the video was uploaded in standard definition, only lower resolutions will be available.

In such cases, try using the Max Resolution HD (1280x720px) option, which is still excellent quality for most purposes.
